You have completely distorted reality for your own ends, firstly no body said that, and secondly you are comparing apples and oranges - sources and destinations of migrants. If a tiny percentage of 400 million, or even a tiny percentage of, say 8-40 million (one country) arrive in a town of 100,000 people then they will indeed swamp the local culture and services, including schools.

In reality the 4 freedoms are of capital, goods, services and labour. If you look at it from that point of view then it is all about competition and levelling the playing fields for commerce within the single market. It was part of the vision of the founding fathers that eliminating unfair advantages within European commercial competition would also eliminate tensions and reduce the possibility of conflict.
Ironically it seems to be doing the opposite in the short term.
