I can translate this on Google, but can anyone explain what it is please ?

"expedientes urbanisticos" are any proceedings to do with the dept of urbanismo in the ayuntamiento eg building licences, planning permissions, legalisations etc.
Certificado (I assume this is what the first word is) means whatever the proceedings were have been certified.
What is the context?

Email received from Estate Agent, when we queried the fact that the property which had been reformed did not appear to have a major works licence

"If you want to get all that included in the description of the
property, the way to do that is to pay for an architect to do a
certificate of age as it is called which the current measures of the
property and the land.

Another thing you could get to be completely sure the house was built
or reformed without any problem is to apply for a "certificado de
expedientes urbanisticos" from the town hall
, This document costs
about 15 euros and takes a week or so to get it.

In this case then the estate agent is suggesting that a major works licence may have been applied for - that's the "expedientes urbanisticos" bit - and granted - that's the "certificado" bit. And, if that was the case, then the town hall can give you a copy of it. Good luck!

Does that mean you have to go physically into the Town Hall to request this document , or can you order it on line from a Register ?

Some ayuntamientos have a virtual office website. If yours has one you may be able to apply for it online.

I think that for something like this a visit in person (you or your gestor/lawyer) will be required as they will probably want proof of your "interest" in the matter.
Or make the estate agent work for their money if they want a sale...
