When you say non UK resident , did they mean EU resident or does this include all countries?

Non U.K resident......as in a British Citizen whose primary residence is not in the U.K. I assume it includes all E.U countries but was only discussing Spain as am a British Citizen and Spanish resident with main home and centre of economic activity is Spain.
