Tax Notification
 
I have received a NOTIFACION IMPUESTO SOBRE EL INCREMENTO DEL VALOR DE LOS TERRENOS DE NATURALEZA URBANO to be paid at the Town Hall does anyone know what this is or do I need to go to a solicitor.

This is simply 'plus-valia' the tax on the increase of the value of the land.

By law this should be paid by the seller of a property but an escritura often contains the statement that ALL expenses will be paid by the purchaser including plus valia in which case it should be paid by the purchaser.

You don't need to see a lawyer. Just go to your local Town Hall with the notification and they will point you in the right direction which may be to another office in a different part of the town.
