It doesn't take a high IQ to work out that the gendarmes cannot possibly stop and check every driver using a sat nav, nor even a tiny proportion of them.
Furthermore, to check would also imply a knowledge of how to operate every model and where to find said database if indeed it exists.
IMO the average drivers risk of getting done for this is probably getting somewhere in the region of a million to one which is tantamount to being unenforceable in my book.

FYI, there has already been a post from a forum member who has been warned for having their sat nav on display.

The only people the Gendarmes will fine for having a Sat Nav is the British, especially if they don't speak French! Welcome to France!

From what all the sat nav manufacturers say. If the database is disabled then it is ok in addition from now on they are replacing the specific French database with a warning re being within a Danger Zone, when within a specific vicinity of camera areas. Apparently they say this is acceptable and within french. It is the specific database being live or any form of radar detector that is unlawful.

The easiest way to avoid this is to use a GPS with a memory card. Just whip out the card if stopped QED.
