You're right, if you live in the EU you do not have the right to get a refund unless you've got a VAT number (it is not hard to have one, though. I do have one and I am not the owner of an international company).

Anyway, does that (certainly not Spanish) girl that claim benefits in Edimburgh not pay VAT? Paying VAT is not an "all included" pass to all services in a country.

Its not free to me as I pay my autonomo so I`m paying for Spaniards health care as I never use a medico!!...yet anyway.

Rotor, sorry, I must have not explained myself right. Of course I am not criticising that if you pay your tax in Spain you get healthcare in Spain. What I am saying is that, just as there are foreing people that claim for UK benefits without having duly contributed (and you feel so anrgy about that that it is in the frontpage of your newspapers), there are also some tourists in Spain that trick our health system and get free surgery. But I am not refering to your case. I mean tourists that do not get a certain coverage back home. Then they wait until it becomes an emergency, fly to Spain and get the surgery done for free. The Spanish health system does not get any money back for those people because those interventions would not be covered anyway in their countries.

I am not blaming Brits for that: there are people all over Europe that take advantage of this. All the time; it's a well known fact in Spain. You can read it in the Spanish papers (if you ever read them)

No such thing as free.
For every UK pensioner on the Spanish health system they receive a fee and I believe ops etc are paid for by the UK health system on top extra.

No. Spain is not paid by the UK government, it is paid by the EU. And calculations show that less than 30% of the health expenses incurred by expats are effectively covered that way. And now I am talking about retired residents, not about tourists getting free operations.

They can get it treated here, cos the UK pays the bill whether you have a card or are a pensioner here.

This came up before and DWP confirmed that the UK pay into the Spanish system for pensioners living over here, E106 to register at SS and tourists with the card.

again: what about those services not covered by the NHS? Not to talk about the quality standars of both countries... (the UK has many, many things better than Spain, but certainly the health system is not among them)

Maybe you need to check your links and figures.
The Spanish fall all over themselves to give good service and do as much as they can (speaking from personal experience) as they know they will get paid from the UK health system.
As the UK pay, we now have to get our holiday cover cards from the UK and not the Spanish SS office.

What you mean by "now"? (I've lived in the UK for the last year so maybe the systme's changed, but I doubt it so much)

Spain do as much as they can not because they are going to be paid by the UK Gov. The doctor and the nurse will get paid the same, doesn't mind the patient is Spanish, British, or an illegal inmigrant.

And none of you are answering me: there are a lot of tourists that get surgery which is NOT COVERED by their nationals systems back home, and that healthcare is NOT REFUNDED. NEVER.

you're not answering us - this has been discussed here in the past & the UK DWP has confirmed that the UK does pay

Sorry, but where exactly?

Anyway, AGAIN, my point is that under the Spanish law, one cannot be denied first aid (and that include a vast, enormously wide range of services as compared to the NHS schemes), and many people wich are NOT RESIDENTS take advantage of that fact and get surgery that is not covered by their national systems.

As you are Spanish it will not effect you, but us UK expats living in Spain that have our health cover paid for by the UK need to apply to the UK for an EHIC that will cover us when we are out of Spain. HERE

They don`t get away with it much around this area anymore, checking cards etc has increased immensely.
