Default Ryanair passport

Is it possible to apply and get a ryanair passport (just to get round the fees etc) if you live in spain.

Unfortunately I can not read the spanish ryanair site to apply.
UK site will not post to spain.

Extract from email received from Ryanair.

"It is with regret that we write to inform you that, as a result of decisions by the UK Office of Fair Trading, Ryanair Cash Passport card users will no longer benefit from avoiding the £6 admin fee for transactions made on Ryanair.com from 1st December 2012. While we are disappointed at this development, Ryanair is obliged to honour the decisions of the UK Office of Fair Trading."

Shame. I'll be cancelling mine tomorrow. I've no doubt they'll be a fee for getting my hands on any balance so i might just have to spend it
