It could, he said, help with facial recognition, data verification and exchanging information with other patrols. Officers would be able to access police databases, records and other documentary evidence while out and about.

Keyword is "exloring". And they already have the technology to look anybody or any numberplate up instantly, and find out anything they need to know.
But what occurs to me is might it be more practical to invest in upgrading Spain to the 20th century before wasting it on the 22nd?

Watching recent episode of Click on BBC there are companies now developing devices that can be worn and render facial recognition cameras and infra-red detectors impossible to use effectively.
Whatever technology is developed there are always those developing ways of combating it.
