There are many sites on the internet for this document and the translations on them are normally in fairly good English. It may be the legal phrases that are giving you difficulty rather than the actual translation.

Hi,

The Article 158 is for Third Country Nationals who have previously held a TIE (Identity Card) enabling them to recover an expired residency. Although UK citizens are now Third Country Nationals we are not covered by this law.
