the 'padrón' is a list of people living in the town & you empadronar at the ayuntamiento............ nothing to do with getting a resident cert/NIE number- everyone living in a town has to do this, even Spanish citizens (who of course don't have to register as resident at the foreigner's office)
Thanks. Didn't want to cause confusion.
I think my NIE green paper is the same as my residence certificate.

Only if they have been supplied with a few more rubber stamps that would show up better on pink and the time to practice their large flambouyant signatures.

... and just so no one is confused.
  1. It is NOT an 'NIE green paper' - the NIE certificate is on white paper
  2. The green paper shows that you are on a list of foreigners - it will also show your NIE number
  3. There is no such thing as a residence certificate any more.

If you need to call it something, I think for practical purposes, we all call it our 'residencia' - not that this is (strictly) correct.

However, all it really does, as it says on the sheet, is to identify the nationality of the 'owner' or 'carrier'.

Maybe the Spanish have been consulting with Mr Osborne on how to simplify things!

That's a January article which refers only to difficulties of applying for an NIE which are certainly more difficult than they used to be.

It doesn't mention the "alleged" 3 month rule which does seem to be unconfirmed so far.

there was at least one poster on another forum issued with a NIE with a 3 month expiry date - as was someone in this thread

of course as yet, we don't know what happens if you try to use it for anything after that date

Probably nothing. My old residencia card, now 2 years out of date, is accepted without any problems as ID - even for applying for my digital certificate.

I believe that in Jan (2012) I was one of the first here to receive one of the new "cards" instead of the A4 thing (he printed off the A4 and then pushed out the card from the bottom half as it was already part punched/serrated.

looking at this it just has a date of issue, no period of use or expiry.

as the man said to me when he passed it over "this is for life".
