In an effort to reduce bicycle thefts Ncl Uni came up with the idea of fixing what appears to be 2 huge eyes on the walls above some bike parks, looking down on the bikes, together with a "we are watching you" notice,... but NO technical surveillance equipment was used at all.

As a result bike thefts in these areas have been reduced by well over 60%.
whilst in other areas thefts have continued to rise by well over 60%

We have had "video vigilancia" signs up all over the property for years - never had any kind of incident whatsoever - I can't specifically attribute it to that - because we have very little crime in this neighbourhood anyway.

Don't be such a pesimist. it will take them months, if not years, that like the "eyes" the post might be false.
