If she wants to learn in Spain, she doesn't need a provisional BUT she can only learn (legally) with an official instructor - ie though a driving school.

if she wants to learn in the UK, then officially you can only apply for the provisioal if you're resident there. Whether or not it would matter if you 'borrowed' the address of a friend/relative there or not I don't know

No such thing in Spain, and you can't drive there with a UK provisional license. All learning in Spain is with an approved driving school, no teaching the wife or kid yourself.

You have to go to an official driving school get the books ( about 60€ ) (( you can get them in english but that is harder all round)) then study to take and pass the written test before you can even apply for a license.
You are probably looking at 300€ just to get PL.
