Default Pensions Witholding Tax - Euro Weekly News

There is a letter in this week´s Euro Weekly News which I hope someone can clarify. I will quote:

"I wonder how many of your readers know about the new Uk withholding tax on UK pensions due to come into force on January 1? Both the UK and Spanish governments have pushed through the measure with a great deal of secrecy. so far it has had a brief mention in The Times and Daily Telegraph but none in the Spanish press"
