I agree with your comment re joined up thinking, after all if the EU don't sort some real collective help out for the less wealthy but badly affected countries then the EU is at risk of breaking apart? They have already seen how the Schengen system started to fall apart with countries closing down borders independently, it is to be hoped she can get the whole EU together to help out most affected countries etc.
