I don't know if it's still going, but on Calle Maldonaldo there's a bar/pub called the Celtic Cross, run by a Scotsman and his Spanish wife. You're quite likely to bump into Brits there, especially when a rugby or football game is being televised. It also gets a lot of Americans too, as it's not too far from their embassy

Even more cut off now that its been bypassed.
I think all the others mentioned have at least a scattering of Brits.

Probably fairly close with La Rioja and Soria, but I would go with Teruel, where the locals complain that the rest of Spain has either forgotten all about them, or does not even know they exist.

There's a bar at the top of Alcala called 'The Sportsman'. Huge gloomy place.

IME of walking, the area around Salamanca/Zamora and heading back East towards Madrid has the fewest Brits, or any other ex-pat population.
The north coast is heavily populated with Brits, French, Swiss, German and Dutch second home owners at least as far west as Santander. It's very wealthy area with house prices that compare to London.
I've been surprised at just how many Brits are in Galicia, but they're not in the cities - only in rural areas. Very rural! The rural areas that the Spanish gave up long ago.

At a wild guess, probably not too many Brits in either Ceuta or Melilla.

I lived in Zamora for 6 months in the early 90s, I was the only English-speaking person there (and you can imagine that a twenty something English blonde was quite a revelation for the local guys hehehe!) and pretty much the only foreigner, so I basically got to learn Spanish very fluently as there really was no other choice. I went back a couple of years ago and there were a couple of language schools but still not many "forners".

1) more than an hour's drive from the coasts (except the north, there's hardly any there)
2) outside of the immediate areas of Madrid and Barcelona
Course that's just a generalization

I think I would agree- with the addition of Huesca and or Burgos. And all these locations are stunningly beautiful in their own way and have great people.
