You need to sign on the padron in order for your town to receive money from the central government, it also proves that you are a resident in the town.

can i get padron without being a resident?its just that my neighbour pays much less in local tax for being registered padron?

It`s only for residents as far as I know.

We are non-resident but as soon as I had bought my plot I registered on the Padron as I understand it is used inthe Government formula to decide the level of local funding. I would like to know if I become resident later this year will I qualify for a reduction in local taxes (IBI).

I know lots of people that have survived without an NIE or padron or residencia, but they are now in the last few years wanted for a lot of things.

As I understand it, there is NO reduction.

In our village we get up to 75% off our car tax when registered on the padron :D

it does depend where you live though - our town actively encourages non-resident property owners to register

You certainly don't have to have residencia to get empadronamiento, but you do need empadronamiento to get residencia - which in turn entitles you (probably among other things) to exemption from non-residents tax (don't know the Spanish name) which in our case for the year was over 1300 euros & even though OH won't be getting residencia any time soon....still awaiting confirmation on the wealth tax (patrimonio) situation:frown: me having residencia would cut that to 650ish. Apart from different ayuntamientos' attitude to encouraging estranjeros to sign up for empadronamiento, as Lynnxa said, I can't see any of this having regional variations because (local rates notwithstanding) income/etc tax is tax & that's national.

Believe the car tax reduction locally also applies here, so maybe that's a common one....

Sorry, but having paper residencia isn't what exempts you from paying non-residents taxes or having retentions held on selling property etc.
Being resident for tax purposes and making annual tax declarations i.e. being a fiscal resident is the deciding factor.

I think (hope:o) a lot like me won't know the difference between paper residencia & being a fiscal resident. Our solicitor emails referring to residencia as what I'm about to apply for at the local police station, having to take my empadronamiento with me....and in the same email talks about which tax year will be involved when I put in my tax returns.....:confused:

There is a big difference, I suggest you have a read back over some of the many previous posts on these topics.
You are supposed to apply for a paper certificate residency if you are in Spain in excess of 90 days in a calendar year. You are technically a fiscal resident and as such must file residents tax returns if you are in Spain for 183 days or more in a calendar year.
Advising people that having residencia "entitles you (probably among other things) to exemption from non-residents tax" is misleading information and could get people into trouble because you could hold residencia yet still be non-resident for tax purposes.

You do not need to be on the Padron to get the new residency certificate.

Although many town halls actively encourage non residents to sign on the padron, legally only residents can be on the padron.

Ok well sorry if I've said something misleading, I was only quoting what my (Spanish) solicitor's been saying..... now I'm even more confused, given that the past few minutes I've been trawling older threads, and I've got empadronamiento without residencia of any kind, so now I'm thinking I'm not legally on the padron....:confused::confused:

The padrón is a registry of the inhabitants in a municipality. The town receives funding from the govt according to the number of residents, so, by NOT being registered on the padrón (as, apparently, about half the Northern Europeans living in Spain aren't), you are hurting the town's finances. The number of inhabitants also decides the number of licences for a town - doctors, nurses, schoolteachers, local police and so on... as well as buses and taxis etc.
Finally, being on the padrón (as a member of the EU or Norway) gives you the right to vote in local elections (you have to ASK for this right, but it's there if you want it).
Those special people who say 'it's not our country' often don't believe in voting... or being on the padrón!!

To get a padron all you need is a rental agreement and photocopy or ownership papers, passport and a photocopy, and fill out the form. They ask if you want to go on the voters list, application it is free where we are.
To get a residencia certificate you need passport and photocopy, rental agreement and copy and fill out the form, also fill a payment form out and pay a fee €6.80 (I think) into the bank the day before your appointment.
But always take as much paperwork and copies with you as they usually ask for something you don´t have.

If you are not registered with the town hall you can't complain about the poor services you receive where you are living. You are not counted for, so the town doesn't receive any money for you from central government. If you live here you should register.
