Depending upon negotiations surely such things will be looked at? And my guess is nothing will change obviously I may be wrong. If I am wrong then surely it will be equally as difficult on returning to uk with a Spanish licence? So as per EU rules technically one doesn't legally need to change their uk licence it may be as well to hold fire on a change to Spanish licence if not already done, 2 sides to the coin.

Brexit should not affect the situation as although EU licences are always exchangeable within the EU, whether or not non EU licences can be exchanged is down to the countries involved who can do that unilaterally.

The current list of countries entitled to exchanges are

Argelia, Argentina, Bolivia, Brasil, Chile, Colombia, Ecuador, El Salvador, Filipinas, Guatemala, Macedonia, Marruecos, Nicaragua, Panamá, Paraguay, Perú, República Dominicana, Serbia, Túnez, Turquía, Ucrania, Uruguay y Venezuela, plus Andorra, Corea, Japón, Suiza y Mónaco

I'm pretty sure the UK will be included in that as will Spanish to UK exchanges as part of a unilateral agreement which would be in both countries interest..

That said, I have never really seen the point of not exchanging once resident apart from the increased cost.
