I would be reluctant to 2nd guess anything before next Tuesday's vote. There is a lot of opposition to May's proposals and whilst a 'No Deal' does remain the default position Dominic Grieves amendment has allowed Parliament to take back control if the vote goes against May.
There are still possible scenarios which include:
No Deal (WTO)
No Brexit (Remain)
Canada - (subject to negotiation)
Norway - (subject to negotiation)
May's Deal
Even if May can convince everyone in her own party to vote with her deal she would still need the votes of other party's. With time running out I would expect A50 may be extended..

I heard this morning (from a Spanish abogado) that appointments to apply for residencia in Alicante are impossible to get because of demand - which I guess is people crawling out of the woodwork anxious to register before the deadline.
The Alicante Vice Consul this morning said in a Brexit public meeting that it is important for all those people who intend to stay here as residents to acquire residencia, NIE and healthcare registration before March 31st 2019 to ensure their rights are protected.

My understanding is that round 1 of negotiations protected the health care rights (S1 either currently held or for future state pensioners so long as a final deal was done? Of course no deal is the worry but looking less and less likely. Also I am sure I read that part of no deal preparation was preparation to continue health care reciprocal agreements? As always with this fiasco who actually knows.

Her point was some people have been living here without ever registering for residencia/padron and using EHIC for health cover - those people at risk of losing their rights unless they formalise their situation.
Whilst things have yet to be finally finalised and agreed the current rights of expats look set to continue but we will need to re-register when the details etc are completed.

We've been here for over 8 years. We registered soon after arriving. I read that after 5 years, under the current system, one can get another paper conferring permanent residence rights. We've not done this. Is necessary and advisable to do that now or will it become irrelevant?

Better to have the permanent residency certificate than not if I was in your position I would be obtaining it.

Has anybody done this recently? Is there a form to do it or just pitch up with the current certificate?

I would take passport, padron, application form and copies. But sorry have not done it for years.

You know the ropes here....take everything in duplicate. You may need a prior appointment. Yes I guess the application form and payment form. Got to be a form! (or solicitud)

You use form EX18 (the same one used to register as a resident initially). Under Section 4, Situación en España, tick the box next to Residencia Permanente and also the one directly underneath it, Residencia continuada durante 5 años.

You should be asked only for your passport plus a copy (take the copy with you) and the original certificate/card which you have to give back, plus the Modelo 790 stamped by the bank to prove you have paid the fee.

It's the same procedure you use to get registered in the first place, except that you do not need proof of income or financial resources. You will need to make an appointment online and from what has been said in other posts, there may be a long delay.
There is no need to actually do this, apart from peace of mind, as your right to permanent residency is automatic after having been registered for 5 years. If you should need to prove that you have been here for 5 years, the fact that you have a registration certificate issued more than 5 years ago is sufficient.

As you say, you are automatically classed as permanent residents after 5 years, but, like others, we wanted a green "residencia" card with the word "permanente" on it.
When you apply for your online appointment, be sure to choose the correct option, POLICIA - CERTIFICADOS UE, as you may be turned away if you have the incorrect Cita Previa.
