If you're driving in Spain on a UK license and you get stopped by the police, I would think you could just show your UK license.

Maybe not carry them, but I have to quote my NIE number to the postie every time Amazon deliver something.

Exactly. The point is that you'll be asked for the number for various administrative things. But you probably won't need to show the certificate.

Remember, the NIE is the number itself. So when someone asks you for your NIE, they're asking you for the number. And, they'll probably actually ask for your DNI. Which is ID number that all Spaniards have. The NIE is the equivalent for non-Spaniards. So you can give that instead.
