What is it about Spanish drivers that when they get behind a car wheel they feel the need to overtake always, or tailgate you till they can. In the street, perfect behaviour, but in a car? No mañana.

In our local town maybe 3 in twenty drivers are texting or calling from handheld phones. I have even seen someone driving operating a laptop. None seatbelt wearing is at a similar level. A Spanish friend says it is optional in town!

I've had one of those moments when you find out something you never knew or expected but then realise probably everyone knew it but you, and you don't know how it slipped you by.
"The final text that was passed by lawmakers in the Congress of Deputies does not, in the end, prohibit drivers from exceeding the speed limit when they are overtaking another vehicle. Currently, the latter rule allows for an excess of 20 kilometers per hour when passing on Spanish roads. This will remain in place........."

It is lawful across the EU for a driver to prod away and the cars info screen (newer the car the bigger they are) trying to find one of the cars functions.
No one bats an eye to this going on, yet to do the same on say an iPad ?

Modern phones on the other hand (packing with computing power and high-speed data connections), are more about social media and entertainment.
There lies the difference, I would say.

Just guessing but those information screen on modern cars are principally to do with the control/operation of the vehicle. Grant it, they are also used to operate the entertainment system and accessing the phone (hands free). Not sure if you can pull up Facebook or WhatsApp on any of these systems?
Modern phones on the other hand (packing with computing power and high-speed data connections), are more about social media and entertainment.

In fact the EU should legislate against this trend (IMO) on modern vehicles then it would soon stop, but make head up display a requirement.
