It appears that Spain has taken a step backwards as the card could be used as ID instead of say a passport, and the certificate is no good as ID.

I am struggling to find where to download the EX16 form - can someone help me please? (It may be that my brain has come to a grinding halt since living here and not having to go to work everyday!)
