GOOD NEWS GUYS !! As of 7th April 2014. passport fee reduced by £45 https://www.gov.uk/government/speech...izens-overseas

Given that the renewal price in the UK is still (only) £72.50 there still appears to be a claim of discrimination. I have yet to hear a reply from my email to the EU complaints department made before the reduction was announced.
