New laws regarding Inheritance-Tax Advice?

There was a new law introduced in January 2007, can anyone shed any light on the new band rates for spouses. and common law partners.
I believe that there is a great reduction now, any advice please.

Why worry about inheritance tax .. spend it all and leave as litle as possible
