If you’re supposed to carry ID all the time then what is the consequence of not? Apart from the inconvenience of having to produce documents at a later date what happens? I’m guessing you’re not detained and wondered if there’s a fine or something? Otherwise I don’t think I’d worry about it.

If you are stopped in your car there is a spot fine for not having vehicle documents. If you are involved in a serious traffic accident you may well be detained if you do not have ID.
If you are stopped on the street, it would usually be because you were witness to or involved in an incident. I guess it would depend on the circumstances whether you would be detained or not.
Most Europeans are happy to carry ID. I know one Brit who was stopped in Holland. He did not have vehicle documents or ID. His car was impounded and he was escorted to the police station. Ruined his day

My wife and I carry notarized copies of our UK passport and driving licences when we are driving or wandering around town. I was stopped on the A7 by the Guardia Civil who only wanted to see my personal docs and not the vehicle's. He seemed happy enough and he moved onto the next driver.
