It depends where you are and when the house was built. It used to be quite easy to build a house on rustic land so long as you had a reasonably big plot. 5000m2 was prettty typical and in our area it was 7000m2. We build a house on 8000m2 of rustic land about 4 years ago.

It is possible to build an agricultural building on a smaller plot but it will not be registered as a house but as some sort of shed or store.

In Andalucia, and in other parts, it is now necessary to have over 30000m2 to build a house, and yes, you do have to be registered as some kind of farmer and paying social security as a farmer. In other words effectively you can't build a house on rustic land any more.

It is so important to check the escritura and registry if you are buying a property on rustic land to ensure that what you are buying is a "vivienda" not an "apero", "nave" or an "almacen".

Oh, we looked at land in Almeria a few years ago and they were big plots and you had to plant about 50 Olive trees in it.
That must of been how they were working it then.
