I am in Roquetas and would like to sell ice cream on the beach. Please tell me how or why this will not be allowed.

I suggest that you pay a visit to the town hall and enquire whether it is allowed and what licences are required if it is.

I really suspect you will need a licence, and also that they will be being bought as a block by a local company. Certainly in the area I lived all the beach bars were concessions and all the licences owned by just one company, and they owned the licences for beaches for many miles, and probably for the whole community. It was always an issue each year, but as the owners were relatives of the councillors they always got the licences.
