Letter of change of residence (baja) - Malaga
Hi. Has anyone gone for this document in Malaga? Is it an over the counter job, or come back tomorrow, next week, next month!? What is the cost? I've emailed the consulate but no response yet. Thanks.

It's apparently this change of residence document that allows your worldy goods, ie. in this case a car, free passage without tax added on when you put the car onto spanish plates. Don't really know much more other than I'd rather have it, submit it with the other papers and not need it, than be asked for it and haven't got it?!

If you mean that you are moving from one municipality to another the 'baja' in the previous one is automatically done when you do the 'alta' in the new one.
In other words, you are no longer required to de-register in the municipality of your previous residence.

No, it's the "baja" that you have to get from the UK embassy to prove that you have really left the UK.
When you have this, assuming that you get it at or near the same time as you apply for residency, you can avoid the matriculation tax when you register your car in Spain.
This is based on the rule that says you can "import" your goods and chattels to Spain free of all taxes. It did not used to include cars but it now does and this way you can avoid the tax.
It is not an "import" tax but it is the same tax that applies to all cars registered in Spain. Most people do not realise that they pay it when they buy a new car in Spain because the tax is included in the "on the road" price.

Logically, and I know the word 'logic' does not figure prominently in the Spanish vocabulary, if you 'Alta' in whatever municipality your 'Baja' in the previous one whether in Spain, the UK or Timbuktu should be automatic!

Your logic is good Beachcomber but as there is no equivalent to padron in the UK, there is nothing to "baja".

We went to the British Consulate in Alicante to register the fact that we had moved to Spain for the paperwork that meant we would not have to pay tax on importing our car. This was 21 months ago and the consulate charged us approx 96 euros.

Forgot to say that it needs to be done by the registered keeper of the car and that they stamp your passport so make sure you take that with you. Cannot remember what other paperwork was needed so my advise as always is take everything you can think of (originals and copies) with you as a precaution.
