Remember that most police Forces have automatic number plate recognition cameras operating all over and in many police cars. These are automatically checking and recording number plates. So possibly if Mr Gardia disputes what you say he simply enters your Registration number into a database and bingo every time your vehicle has been recorded in Spain appears! The rules are there it is up to the individual to decide whether to follow them or not but if not and caught out then only themselves to blame.
