Rotor,
1. They can't due to their centre of main interest, COMI, is Spain. The attached document gives the detail.
2. Agreed the UK would be the best place for them to declare bankruptcy.
3. Changing their COMI to England is easy enough and normally does not need them to move back to England.
4. They MUST NOT change their COMI to avail themselves of English Jurisdiction. They can of course change their COMI for other reasons but I can't possibly comment.
Above all from the limited details given and that their concern seems to be over credit card debts I am not even sure bankruptcy is their best option.
You I and others could probably give them great advice but it will require full disclosure of their finances inc pension rights etc.
Forums like this are not the place to do this.

My Parents taught me I'm the author of my own misfortunes, and any short comings needs to be dealt in a quick, responsible and mature manner.
Throwing the towel in and starting again is another reason why there is so much deficit.
