I don't think anyone can now get a registration card showing permanent. I think all they can do is to exchange it doe a TIE (if from the UK that is).

The new TIE will indicate if your status is permanent or temporary and of course it will only be permanent if you have officially lived in spain for 5 years. This can be checked using the tax number on the green card.

Anything with a photo has to be renewed every 10 years, because our appearance may change. Like UK photo driving licence.

Its probably because it has a photo whereas the green form does not. UK photo licences last until 70 but you have to change them at 10 years with a new photo.

When someone with residency of less that 5 years takes out a TIE please tell what type of card you receive. I'm looking forward to getting permanent residency so that I can travel for longer periods and I want to be sure that I get credit for time already lived here.

Situation like that is clearly discussed in the guidance document:
'Once I have a temporary residence document that identifies me as a beneficiary of the Withdrawal Agreement, I have reached 5 years of legal residence in Spain before the document expires. Can I apply for the permanent residence document?
Yes. Those persons who have reached 5 years of legal residence in Spain may access permanent residence (as established in Article 15 of the Withdrawal Agreement) before the validity of the residence document issued expires. If you started with a registration certificate or family member card of a Union citizen, you may request the issuance of a new residence document from the police departments that are authorized to issue it after verifying the duration of residence. If, on the other hand, you did not have such a previous certificate or card, the application will be addressed to the Immigration office in the place where you reside (Oficina de ExtranjerÃa), which, after assessing the application and if it is approved, will allow you to apply for the issue of the document. This new residence document will be valid for 10 years and the term "Permanent" will be entered in the field corresponding to the Type of Permit.'

Not sure on how having permenant residency in Spain versus temporary affects traveling..? The main difference is length of time you are allowed to live outside Spain without your spanish residency lapsing, I believe with temporary that is 6 months and permenant 2 1/2 years? Do you mean you wish to be able to travel and stay outside of Spain for periods longer than 6 months? On the other part of your question if I were you and wanting to get the 10 year TIE card then I would not consider changing your green card until you have over the 5 year residency from the date of issue shown on it. If you do and are slightly under the 5 years you will end up with a 5 year TIE and shortly after need to go through the exchange procedure again to get a 10 year one. I can't myself see the problem with staying with the green card after all that is exactly what all other EU countries use without any problem and we Brits have used up to now. There are advantages to the green one in that it doesn't run out.

Only guess I can make at that is maybe they give you a temp paper with that imformation showing your residency and type of residency pending the actual card being issued? As you say the card unlike the old green paper isn't issued immediately.

They have indeed. They have been issued to the non EU family members of an EU citizen alongside his/her green card. They will now be slightly different as there will be a note on them about conforming to the terms of the withdrawl agreement.
