Landlords liabilities
We have a one year rental contract with the opportunity to extend for a further two years.
The Landlord is failing to carry out essential repairs particularly so in the current heat wave.
I do have a legal relationship in the UK and know that in certain circumstances the Tenant can carry out the work and deduct from the rent after of course giving notice.
Does the same principle apply here please?

It really depends what the work is. If, for example, something has become a safety issue (like the septic tank overflowing), if the landlord won't pay then do the work your self.
What does the contract actually say about who is responsible for what? It may be that the landlord thinks these things are down to you to fix.
