You need to take a test and have the licence to use a boat or skido in Spain.

RYA/ICCs qualifications seem only to be acceped while you are on holiday/UK resident. Once you are resident in Spain you have to take a Spanish test.
I've been looking into this for some time, even contacted the RYA legal dept.
This is explaned on their web site. Personally I find it bloody annoying that you can do RYA courses in Spain but Spain does not accept them once you are resident. I've heard that sometimes it's at the local Capitan (spelling) discretion if you can use them.
