IVTM Car Tax
I have just received a demand for IVTM for a vehicle I sold in February this year - am I right in thinking because I owned it as at 1-1-17 that I do have to pay this tax for 2017?

Correct. The owner on the 1st January is responsible for the whole year's tax, even if it subsequently sold.

When you sold it, you could have made an arrangement to have the buyer pay his portion.
Around here, you can get a rebate from the town hall so that you only pay part of the bill and the buyer pays the rest.
