How long is it before a car needs an ITV ........ I seemed to remember it was 4 years

Its 4 years, but if you sell it before you have to ITV it for the new owner.

When buying a second hand car, can someone tell me how to go about changing all the paperwork? Ive also been told it costs about 400 euros to change the name over Is that true?
