My mother in law just had her roof insulated (crawl space) for 1 euro in France. Are there the same sort of schemes/grants/incentives available to tax paying or retired, resident Spaniards. Either State or Valencia region...

First link is a link to the scheme, second half of the article in the third link gives an overview about what kind of grants you can claim from the scheme. I thought that was the kind of info you were asking for?
