Inheritance Tax, Albacete, Capital transfer

Hi everyone,
I have a three questions I wonder if anyone could help me with. My husband and I will be purchasing property in Spain to retire to. My husband is 58, I am 54, and as soon as our house is sold will be moving to Spain. We do not have anywhere specific in mind, near the coast would be nice (say 30-40 minute drive), and looked around Almeria whilst on holiday this year.
We have seen a property for sale in Albacete, and although not as near the coast as we would have liked, looks quite nice.
So the first question is, does anyone know this region, if so what is it like? We have heard that the winters are EXTREMELY cold, and summers EXTREMELY hot. Is that true? If not, could anyone give me an idea what sort of place it is?
The second question is in relation to inheritance tax. What I have read was a bit of a bombshell. Does anyone know what % is payable by surviving spouse if one dies? I may just have visited a site that puts the frighteners on people to sell you their "expert advice" (at a cost ).
The third question is what is the cheapest way to transfer funds to Spain from the uk when you relocate?
Any light shed on the above 3 questions would be most welcome. Thanks guys!
