Infraction Certificate (Sale of House)

What is an Infraction certificate? I am selling my house and interested buyer has asked for this? How do I get one and how long does it take and cost? If anyone knows, please advise? TIA

if you read through this it explains it. Basically Town Hall Certify if free or not of any charges .
