Help in understanding the TRU tax in Madrid

Default Help in understanding the TRU tax in Madrid

I was wondering if anyone could shed some light on whether the ''Tasa por prestación del servicio de gestión de Residuos Urbanos (TRU)'' can be paid pro-rata rather than full year.
Meaning: I moved to Madrid in June 2012, my previous landlord was asking for payment of the 2012 TRU for the duration I occupied the flat that year (i.e. 7 months). But there is now a new landlord and he is asking for the full year payment.... Which one is correct legally?
I would have thought the pro-rata payment is correct as there potentially was another tenant prior to me moving in?
I'm just not knowledgeable enough on this and would appreciate any help. Thanks in advance
