Gibraltar education department bounces mail

Gibraltar education department bounces mail
Just tried to send emails to the Minsitry of Education & Training in Gibraltar ([email protected] and [email protected]) from two different email accounts but the mails bounced as spam.
I'm all for spam filters but if you can't get through them if you have a genuine question that's slightly worrysome.
Apart from calling them (which is difficult since I work full time), has anyone another good idea of how to resolve this?
