Doesn't that mean British citizens resident in Spain can still access Gib healthcare?

Seems WA workers resident in the other country carry on as before, tourists need a GHIC/EHIC card, and post-Brexit workers need... something else but it's not clear what.
As is the way of things, the press release seems more intent on point scoring.

The Government ( uk ) is re-affirming the city status of Gibraltar after finding that the accolade granted by Queen Victoria had gone unrecognised on official lists for 180 years.

Part of the joy of being in the same single market and customs union and Schengen area. Fabián Picardo has been seen a lot in Spain recently, maybe Gibraltar could do the same once there's an agreement.
Gibraltar and Spain are even working together over sharing water and the ships which crashed so things are looking up!

Today Gibraltar celebrates the referendum held on the 10th of September 1967 when a democratic vote by Gibraltarians gave the following result
12,237 voters took part
12,138 voted for British sovereignty
44 voted for Spanish sovereignty
55 votes were invalid ( blank or spoiled }

... and once you've got Schengen membership, you'll be on the path towards implementing the Gibraltarian democratic choice in the more recent referendum.

Schengen is an agreement about borders and the way they are managed. Doing away (in terms of administrative formalities at the frontier) with internal Schengen borders doesn't make any Schengen member part of another state. The borders still exist in terms demarcating the individual territories for all other purposes.
Surely that can't be an alien concept to anybody by now?
