and law changing to only permit cash payments of 1,000â‚¬ down from 2,500â‚¬

Doesn't surprise me. There also won't be any problems for British to reside in Spain after Brexit but I'm sure the Spanish government will introduce a tax:-). In the future I also see higher water taxes for people going on holiday, or retired people wanting to move to dry areas. Basically a Desertification Tax.
