Mar Menor is one of the richest fishing areas on the planet, so if you cant catch there then you cant catch anywhere, that said the local fishermen defend the fishing quite forcibly

Plenty of people go fishing in the sea, even the looky looky men sell fishing rods:D . I do understand that a lot of what they catch are very tasty.

I dont think you need a permit to fish in the sea do you?

I know you cant fish from one hour after sunset till one hour before dawn, and that you need a license to deep sea fish, but as far as I know any sea fishing is allowed.

Best to contact the Fishermen's Association in San Pedro del Pinatar.

Yeah, but I can guarantee you that if you were to use a grenade the fishermen would drown you before you reached the shore, they are very protective over the sea there!

We used to fish off the boat all the time, and were even boarded by customs once and never a problem.
