My youngest grandson started a private school two years ago because my daughter had the sense, or good luck, to marry a banker. Or maybe she just fell in love with him.
Anyway, it's a brilliant, though expensive school, and when I attended their sports day I was pleased to see that the children were all different colours. It seems a harsh way to put it, but religion is definitely on the back burner.

Sorry I dont understand the question.
It is both, the law requires it, just like it is illegal to ride a bicycle on the pavement but it is not enforced to make sure it happens, just like the police do not stop cyclists for road offences.
