You'd think so but this is the BBC, an organisation that has free money given to it. Like many organisations that get OPM (other peoples' money) without earning it, they're not the most forward thinking bunch. They can get consultants in of course but having recently spent 6.5 million of OPM on a report about how they let employees sexually abuse kids on their premises, things are a bit tight.

I'd prefer to see it shut down, along with a few dozen other mostly Public Sector organisations that receive OPM in return for not much.

No, you havent understood the problem, apart from the international licensing of the content, which is a financial issue they wouldnt overcome - globally nobody has , the bbc isnt allowed to operate outside the uk and the government doesnt want them to.

Not to be argumentative but I have understood the problem. It is the BBC corporation and UK Government that have not understood what happens with advancing technology and people moving around within the EU. The technology is capable of providing the TV anywhere with Internet in the world let alone the EU. Just make it easier for them treat them like UK citizens let them legally pay while abroad to view the BBC if they wish by paying for an internet TV licence legally etc. As for the licensing of the content then surely in a proper joined up EU that should not be beyond the whit of man to sort out? Assuming they could be bothered !

The technology for legal or illegal use has never been the issue.

No, you really havent understood, the bbc cannot legally let uk citizens abroad pay, that is illegal, breaks european broadcsting legislation and a lot of copyright law / treaties.

They have to prove to an extent they are restricting access or they risk action from other broadcasting rivals/entities.

I used to work for disney global tv who sue in an instant if any legitimate large target breaks these global agreements / treaties. In london they have 100 people in the legal dept licking their pencils for this sort of stuff.

Slvation is going to be technical not legal, what is currently happening is an explosion of 'illegal' streaming - of peer based streaming that is making just about everything available everywhere. The tech is still a little techy but it will simplify over time im sure. Whenever theres a big soccer match 50-100 streams appear and like whackamole, the tv co's try to block them with little success.

OK so is this not something the eu legislators could get their teeth into because even as you say yourself the technology has got way ahead of the legislation. You obviously know more about this specific legislation than me so I will leave it there.
