I have this problem all the time here in the UK, in fact I have even lost work to people who I know as a fact to be working cash in hand, and I' not talking about a hundred quid job, I mean a £5,000 cash job, money in the pocket.
My only problem with the OP is the degree of illegal, if you are not supposed to be working under the table then your not supposed to be working, thats that.
As an analogy drink driving is illegal, even if its just a little drink, its still illegal.

remember who you are asking to do what. I wouldn't hand my house keys over to someone whom I can only contact by cellphone and has no registration or comeback. I certainly wouldn't hand my house keys over to someone who I met in a bar/pub. Imagine doing that in the UK !?!?!?!?
I absolutely agree. In the case of property managers working illegally, you would of course be handing over your house keys to a liar and a cheat! Tax evasion etc is a criminal offence!
If they find it so easy to lie to the authorities how on earth could you be certain that they would be honest in their dealings with you, the customer!
I have heard stories of property managers renting out houses without the owners knowledge in order to pocket the rental income themselves.
Not declaring income to the authorities and not declaring it to the owners of the property doesn't seem that different to me!

I am glad that so many people feel the same. As to RugbyMatt's comment.. yes I take your point about degrees of legality, but life is never so black and white, even where the law is concerned. A single mum struggling to manage on the social because her partner has vanished may be earning a few bob to get her through, but may then go out to work once her kids are grown and return what she received. Quite a different thing to the person who sets up a business in a competitive market and can compete because they are illegal and untaxed.
As to the security aspect of employing an illegal business..if things went wrong, I presume one couldn't issue a denuncia or report it to the police??
I am not advocating we report every suspected case of illegal earning etc. and create a big brother atmosphere. Would the best way to police it and be fair to those who are trying to earn an honest living be not to employ the others ?

Absolutely! It certainly doesn't make sense for people who are making a living honestly to then go and employ illegal workers when they need work doing does it?

I am sure that I have read somewhere that it is actually illegal to employ and illegal person or business! Something to do with insurance.

However if you as a private individual employ a builder or other worker to work on your property DO make sure they have insurance or at the very least are covered by Social Security. If they are not covered and have an accident you could be sued and if found liable be forced to pay for any damages. In this day and age of claim culture you need to be very careful.

Now I would have expected that from the locals here, but never from proper English speakin' folk.

Has anyone ever seen a dog eat a dog?? I never have, even on those wildlife programmes so beloved by BBC2.
