This means if you registered that you wanted to exchange licences by the end of last year you've got more time to get an appointment and if you didn't register you've got more time to take a driving test.

More importantly it means that those who registered their intent to swap by 31 December 2020 are allowed to drive until 31 December 2021, before the extension, they would not be able to.
Remember also that if your UK licence expires in the meantime, do not renew it, as Spain will not exchange a licence without the Euro symbol on it, they will, however exchange an expired UK licence.

Given the propensity for both the UK embassy and the press to get things wrong I'll believe this when I see it on either the DGT or La Moncloa web sites which thus far I haven't.

On Oct 26th the CAB wrote:"The latest extension till December 31 announced today by the British Embassy with their message below:

“We continue to negotiate with the Spanish government about the long-term arrangements for UK driving licence exchange. Meanwhile, today the Spanish government has announced that valid UK licences will continue to be recognised for driving in Spain until 31 December 2021."
If such an announcement has indeed been made where is it?

There's a report from a government meeting on the 26th of October:

PRÓRROGA DE MEDIDAS PARA EL BREXIT, TRAS EL PERIODO TRANSITORIO

El Consejo de Ministros ha aprobado la prórroga de algunos de los artículos del RDL 38/2020, de 29 de diciembre, por el que se adoptan medidas de adaptación a la situación de Estado tercero del Reino Unido de Gran Bretaña e Irlanda del Norte tras la finalización del periodo transitorio previsto en el Acuerdo sobre la retirada del Reino Unido de Gran Bretaña e Irlanda del Norte de la Unión Europea y de la Comunidad Europea de la Energía Atómica, de 31 de enero de 2020.

Se trata de la prórroga de los artículos 11, 12 y 15 del Real Decreto-Ley relativos a:

Asistencia sanitaria

Se prorroga desde el 1 noviembre de 2021 hasta el 31 de diciembre de 2021 el permiso de acceso recíproco a asistencia sanitaria con garantía de reembolso, que actualmente solo se aplica en Gibraltar, dado que ya se alcanzó un acuerdo de cooperación con Reino Unido e Irlanda del Norte en materia de Seguridad Social.

Permisos de conducción

Se habilita a los titulares de permisos de conducción expedidos por las autoridades británicas a conducir hasta el 31 de diciembre de 2021.

Educación

Se prorroga el régimen aplicable a los alumnos y alumnas procedentes de los sistemas educativos del Reino Unido, con el fin de que puedan seguir acogiéndose a los procedimientos de acceso a la universidad española para los cursos 2022-2023 y 2023-2024, en los mismos términos previstos para los alumnos procedentes de sistemas educativos de Estados miembros de la UE.

If people who pre registered before Dec 31st have still not exchanged licences , does it take so long for an appointment to effect the change ?.We were given duff gen by our solicitor who told us we couldn,t do anything until we got residencia,so didn,t register our intent ,and as it stands now its too late.As far as i know Spaniards who relocate to the UK do not have a problem exchanging licences ,so i guess,, DVLA have access to DGT database to authenticate validity of the Spanish licence , but DGT cannot access DVLA to authenticate our licences , and thereby lies the problem.This needs sorting out ASAP.

Exchange a foreign driving licence

You can drive in Great Britain on a full, valid driving licence from an EU country.

You can drive in Great Britain until you’re 70. If you’re 67 or over when you become resident, you can drive for 3 years.

After this time you must exchange your licence. You do not have to retake your test.

Nope, it didn't take long to get an appointment.
And you cannot (cold not) swap if not a resident. What the DGT were accepting was the resolution number from your application to allow you to pre register.
We got our resolution in early November but used an agent who took my Uk licence (and others) to the DGT and swapped it that way. We didn't actually get our residency appointment until late March 2021.
If you were told that you needed the TIE you were mis informed.

As to doing the swap now, Spain decided (or the Uk didn't ask) for an ongoing arrangement after Brexit.
As Spain only recognises licences from those countries with whom it has an existing agreement (and almost all of them are Spanish speaking countries)
The Uk in turn only allows swaps with predominately English speaking countries..

Does anyone know of anybody who has taken the Spanish driving test this year, if so how did they find it? Any problems with language?

I have a friend who is relieved that it has been extended until December but has no intention of taking a test, she seems to think or hopes that after December new rules will allow a straight forward exchange of the UK driving licence

Your friend is clearly an optimist then, but perhaps not a realist....

If she is lucky she is right, but if she is unlucky she may not be able to continue driving in Spain. Not sure what the rules are?

But the important bit here is 'Full valid licence'
Spanish and other Eu licences are only valid for 10, 5 or less years depending on age and health.

So a Spanish driver of 50 with only 2 years remaining on his (or her or its) licence would then have to make the exchange, because after that time as a UK resident would not be able to obtain another Spanish licence (or would they?????).
Which as stated does not require a test.

The Uk seems have given EU citizens far more than EU countries gave Uk citizens who were or wanted to become resident.
So the message from the Uk saying 'we are in talks' means nothing because the Uk has nothing to offer in return. And just saying 'we let your people drive' doesn't add up to reason in my book.

It would be fairly easy to check if resident and no Spanish licence seeing as your NIE is the form of ID on the thing.

Resident (check), NIE (check), Car owner (check), Car insurance (check), Driving licence....oh wait a minute.

Although I doubt anyone with half a brain cell in government would think of such a simple thing... As most of them are not encouraged to think (same as the rest of the world)

As to the rules, you would be driving without a licence, but unless stopped and asked to show said non existent licence, it might be days or weeks or years....
Ive got two cars here, both registered in my name, both insured with different companies and neither asked for a copy of my licence, just a tick box asking if I had one and how long I'd held it when applying for the policy. I put three months in the recent one as thats how long Ive had it since the swap.

According to both Linear Direct and Liberty they send your details off to the DGT so they should be able to check as well, as to the licence you have.

I surrendered my UK driving licence and got a Spanish one. You have to do a health check and the woman only did the test to include driving a car. I had to go back to her to additional health checks as I had a shed load of catagories on UK licence and I wanted them all transferred onto my Spanish licence. There is a chance I'll be relocating to UK for a short period, so if I do I will reapply for my UK driving licence.

Putting UK registered vehicle on the road and having a UK licence is perceived as lower risk that having a foreign licence, hence insurance premium is lower.

Some of the insurers I have already approached for quotes didn't want to know when I didn't have a UK driving licenced...
