This cannot be serious.

How can you force people to pay for a property deemed illegal

of course there is an end to this and the end is nigh. just go elsewhere with your filthy money,sense will prevail then. or maybe not. in everyday life you have to go a long way to beat the friendliness and courtesy of the spanish,but put a paeseta in front of the majority of them and boy, look out.
this is because spain is still a relatively poor country, just go inland and see how the largesse of the tourist hasn't travelled far. spain isn't all sun,sea and sangria, there are a lot of people out there scratching for a living and it ain't off tourists.
i have had first-hand experience of the corruption in the town halls and professional classes,having lost money and confidence to both. but you picks yourself up and dusts yourself off and hope it doesn't happen again. and dont tar them all with the same brush either. lots of good folk out there,you just got to recognise them. ole.

Yes I agree, there are lots of people who find it hard to make a living including expats. However, Spain isnt that poor, just a couple of places in the world rankings behind Britain depending on the source:

Personally I feel the high corruption rates in parts of Spain is because the local authorities have too much power. However, this is a key part of Spanish democracy as Spaniards identify strongly with their local identity so in effect want to rule themselves.

It seems once again that the courts come down hardest on the small people. The ones who make the megabucks and the ones that take the backhanders usually seems to get off lightly in comparrisan.

Some of the judges are not fit to judge a Bonny Baby Contest.

No suprise why the British aren't buying. It's the brown envelope syndrome which dominates the rule of law in Spain.
