If, like us, you have everything legal and above board there is no need, IMHO, to go to any expense to satisfy these types of letters from the bank. I just sent a photocopy of my passport, our bank already holds a copy from when we lived in UK. I did not get it notarised.
If you read the letter carefully, one of the FAQ´s is, roughly, what happens if I do not reply to this letter and the answer is that the bank may be obliged to inform the Spanish tax authorities about this bank account.
I say, go ahead, the Spanish tax authorities already know. No harm no foul. The bank has covered themselves and I am covered by my Spanish tax returns.

Regarding residence, it's a potentially complex topic but one significant factor is what property you own or have permanent access to so if your Spanish property is your only one then of itself that could deem you Spanish resident.
In rare circumstances it's possible to be considered resident in a country in which you've never so much as set foot !
