Certificate of Small Works
Can not remember the Spanish phrase, but an English estate agent we were viewing some rural properties with referred to 'Certificate of Small Works' as being needed to carry out small building jobs such as fitting a second bathroom, adding a window/door to an outside wall etc.
Is this an easy thing to get? We are looking primarily in Almeria/Murcia regions.
From what I understood the cost is a percentage of the estimated or quoted prices of the work to be done, he thought about 3%
Any hard info on actual %age, timescale and ease of obtaining would be a great help. Hoping to move out by end of the year, half way through a month of looking.

If you are doing the work yourself you need to take an estimate of the costs to the town hall and ask for a licence for the work to be done. They complete a form with the estimated tax to be paid, you take this to the bank and pay it, return with the bank receipt to the town hall and they issue you with the licence. I believe that you are also given a set amount of time in which to do the work.
The town architect will look over your estimate in order to decide whether your estimate is fair and if they decide that you have underestimated they will provide the administrators with their estimate and you will then be asked for more tax.
If you are having a builder in to do the work they should set the whole thing in motion and will then either pay the tax on the licence or provide you with the appropriate form for you to take to the bank.
The local police have the right to ask to see the licence and if you do not have it they can stop the work until you have been issued with one.

It varies by town as to how hard it is to get a licence. Here the tax is 4%.
Obra menor and obra mayor are the two phrases.

For Obras menor, its relatively easy to get in Granada province. It is usually 4% of the project price, and the Town hall will probably send somebody out on completion. In the 'sticks' lots of work is carried out on the 'quiet' , but any fines if you are caught are punitive, typically ten times the amount due if you had applied. It can be retrospectively granted, but a bigger fee and if its not been carried out properly, an order to demolish or Undo the work,dependant on what you have done. If you get away with it for ten years (I think.....) it time expires. Check any obvious work done has a license, as once you own the house, you will own any probs arising as well. The Ayuntamientos website will have the charges and forms.
