I've just re-read the OP's posts and see he has named his insurance company (missed that first time), here is the link to Direct Line's car insurance policy http://www.directline.com/motor/M6B_0410_web_pdf.pdf
Page 28 shows that their policy does comply with the EU Directive so the OP was just unfortunate in speaking to someone who doesn't know their own company's product.
